PM विश्वकर्मा toolkit योजना के लिए ऑनलाइन आवेदन 17 सितंबर 2023 को योजना के लॉन्च होने के बाद शुरू हो चुके हैं। योजना के लिए ऑनलाइन आवेदन की क्या प्रक्रिया होगी, इस बारे में सम्पूर्ण जानकारी नीचे उपलब्ध है।

प्रधानमंत्री विश्वकर्मा टूलकिट योजना के लिए आवेदन online CSC centers के माध्यम से किए जा रहे हैं।

Vishwakarma Toolkit Yojana Online Application Process – विश्वकर्मा टूलकिट योजना की ऑनलाइन आवेदन प्रक्रिया कुछ इस तरह है।

विश्वकर्मा टूलकिट योजना Voucher के लिए ऑनलाइन आवेदन योजना के आधिकारिक पोर्टल pmvishwakarma.gov.in के माध्यम से प्राप्त किए जा रहे है। आवेदन के 4 मुख्य चरण हैं जो कि इस प्रकार हैं। योजना के आवेदन के लिए आप अपने नजदीकी CSC (Common Service Center) या ग्राम पंचायत विभाग से भी संपर्क कर सकते हैं।

1. आधार और मोबाइल सत्यापन (Aadhaar and Mobile Verification)

सबसे पहले आपको किसी भी नजदीकी Common Service Center (CSC) पर जाकर अपने आधार कार्ड और मोबाइल नंबर का वेरिफिकेशन करवाना होगा। यह verification प्रक्रिया अनिवार्य है क्योंकि इसके माध्यम से आपकी पहचान सुनिश्चित की जाती है।

2. कारीगर पंजीकरण (Artisan Registration)

मोबाइल और आधार के verification के बाद आपको Common Service Center के माध्यम से ही अपना कारीगर पंजीकरण करवाना होगा। यह पंजीकरण प्रक्रिया यह सुनिश्चित करती है कि आप योजना के योग्य हैं और आपकी पेशेवर पहचान को मान्यता दी जाती है।

3. आवेदन फॉर्म (Online Application Form)

अगले चरण में आपको अपनी सभी जानकारी CSC सेंटर के माध्यम से सबमिट करके योजना के लिए आवेदन करना होगा। इसमें आपकी व्यक्तिगत जानकारी, पेशेवर जानकारी और आवश्यक दस्तावेजों की स्कैन कॉपी शामिल होगी।

4. जानकारी का सत्यापन (Verification of Information)

इसके बाद आवेदन में आपके द्वारा दी गई सभी जानकारी का ग्राम पंचायत या फिर शहरी स्थानीय निकाय (Urban Local Body) द्वारा पहले चरण का सत्यापन किया जाएगा। इसके बाद 2 और चरणों के सत्यापन के बाद यदि आपकी सभी जानकारी सही पायी जाती है और आप योजना के लिए पात्र पाए जाते हैं तो आपका आवेदन स्वीकार कर लिया जाएगा।

ऑनलाइन आवेदन स्वीकृत होने के बाद (Post Approval of Online Application)

ऑनलाइन आवेदन स्वीकृत होने के बाद आपको कुछ Training के बाद PM Vishwakarma Digital ID और Certificate अथवा विश्वकर्मा प्रमाण पत्र दिया जाएगा। यह प्रमाण पत्र आपकी पहचान और योजना के अंतर्गत आपके पंजीकरण को मान्यता देगा।

प्रशिक्षण केंद्रों पर कौशल मूल्यांकन के बाद, लाभार्थी टूलकिट प्रोत्साहन के लिए पात्र हो जाएगा, जिसके बाद उसी केंद्र पर तुरंत Basic training शुरू होगी। इसके अलावा, लाभार्थी को Training Stipend (भत्ता) भी मिलेगा, जो 5-7 दिन की बेसिक ट्रैनिंग के पूरा होने के बाद दिया जाएगा। लाभार्थी advanced training के लिए तभी पात्र होगा जब वह basic training को सफलतापूर्वक पूरा कर लेगा। प्रशिक्षण भत्ता MSDE द्वारा डीबीटी के माध्यम से लाभार्थी के आधार से जुड़े बैंक खाते में जमा किया जाएगा।

सफल ट्रैनिंग के बाद ही आपको आपके काम से संबंधित toolkit खरीदने के लिए 15000 रुपये का e-voucher दिया जाएगा जिसका इस्तेमाल केवल अधिकृत केंद्रों पर ही किया जा सकता है। इन अधिकृत केंद्रों की जानकारी भी आपको ट्रैनिंग सेंटर से ही प्राप्त हो जाएगी।

Training और प्रमाण पत्र पाने के बाद आप योजना के तहत दिए जाने वाले विभिन्न लाभों जैसे कि लोन के लिए प्रधानमंत्री विश्वकर्मा योजना पोर्टल के माध्यम आवेदन कर सकते हैं।

टूलकिट योजना पंजीकरण के लिए CSC केंद्र कैसे ढूंढें?

अपने नजदीकी CSC सेंटर का पता ढूँढने के लिए आप आधिकारिक पोर्टल Find My CSC पर जा सकते हैं। इस पोर्टल पर जाने के बाद आप अपने state, district और sub-district का चुनाव करके अपने नजदीकी CSC सेंटर की सूची प्राप्त कर सकते हैं।

पीएम टूलकिट योजना पंजीकरण के लिए पात्रता

Toolkit Yojana के लिए आवेदन करने के लिए निम्नलिखित पात्रता मानदंडों को पूरा करना होगा।

• जो कारीगर या शिल्पकार अपने हाथों और औजारों के साथ काम कर रहे हैं और योजना में शामिल 18 पारंपरिक पारिवारिक व्यवसायों में से किसी एक में असंगठित क्षेत्र में स्व-रोजगार करते हैं, वे पीएम विश्वकर्मा टूलकिट योजना के तहत पंजीकरण के लिए पात्र होंगे।
• पंजीकरण की तारीख को लाभार्थी की न्यूनतम आयु 18 वर्ष होनी चाहिए।
• पंजीकरण की तारीख को लाभार्थी संबंधित व्यवसाय में संलग्न होना चाहिए और उन्होंने पिछले 5 वर्षों में स्वरोजगार/व्यवसाय विकास के लिए केंद्रीय सरकार या राज्य सरकार की समान ऋण-आधारित योजनाओं जैसे पीएमईजीपी, पीएम स्वनिधि, मुद्रा के तहत ऋण नहीं लिया होना चाहिए।

Eligibility Criteria for PM Vishwakarma Yojana

• An artisan or crafts person working with hands and tools and engaged in one of the 18 family-based traditional trades mentioned in the scheme, in unorganized sector on self-employment basis, shall be eligible for registration under PM Vishwakarma.
• The minimum age of the beneficiary should be 18 years on the date of registration.
• The beneficiary should be engaged in the concerned trade on the date of registration and should not have availed loans under similar credit-based schemes of Central Government or State Government for self-employment/ business development, e.g. PMEGP, PM SVANidhi, Mudra, in the past 5 years.
• The registration and benefits under the Scheme shall be restricted to one member of the family. For availing benefits under the Scheme, a ‘family’ is defined as consisting of the husband, wife and unmarried children.
• A person in government service and their family members shall not be eligible under the Scheme.

The beneficiary registration for PM Vishwakarma Yojana is very simple, any Indian citizen who fulfills the eligibility criteria of Vishwakarma Yojana can register by visiting the nearest common service center (CSC).

For registration under the scheme, following documents will be required from the beneficiary.

Beneficiaries can visit the nearest CSC (Common service center) along with all the required documents and get themselves registered under the scheme by furnishing the correct documents and required details.

The beneficiary can apply either directly or with the help of the CSCs through Village Level Entrepreneurs (VLEs) or Enumerators.

CSCs will provide hand-holding support to the beneficiaries to assess their key requirements and opt for benefits available under the Scheme. At the time of application, the beneficiaries will be made aware of the Skill Up-gradation component of the Scheme.

Verification Process

After the initial registration at the CSC, a 3 step verification process will start which will check for the eligibility and details of the registered beneficiary.

STEP 1: In the first step of verification, Gram Panchayat / Chairman of Village Council or Executive Head / Administrator of the Urban Local Body will screen all the registration details, family member details & more.

STEP 2: In the second step, the registration details verified by the Head of Gram Panchayat or the Executive Head will be forwarded online to the District Implementation Committee. Here, verification will be done by the District Implementation Committee which will ensure proper vetting and recommendation of the applications made by the beneficiaries.

STEP 3: The final approval for registration of beneficiaries shall be accorded by the Screening Committee after due diligence and consideration of recommendations made by the District Implementation Committee. The Screening Committee will be chaired by an officer of the field formation of the Office of DC-MSME and will have members including State Lead Bank Manager and representatives of MSDE as members in each State/UT to oversee the registration process.

Submission and approval process of application by the beneficiary shall be followed by a three-step verification which, if successfully completed will lead to registration under PM Vishwakarma Yojana.
