Objectives of Swachh Survekshan Grameen 2025
- Assess and Rank: To provide a national ranking of States, Union Territories, and Districts based on sanitation parameters.
- Reinforce ODF Plus: To measure sustained progress towards Open Defecation Free (ODF) Plus villages under SBM-G Phase II.
- Promote Community Participation: To encourage people-led sanitation efforts and gather public feedback.
- Identify Best Practices: To showcase and replicate successful sanitation initiatives across the country.

How Will the Survey Be Conducted?
Swachh Survekshan Gramin 2025 will be conducted using a structured assessment framework aligned with SBM-G Phase II guidelines. An independent agency will perform field surveys in 21,000 sampled villages. The assessment will cover households, public places, schools, and sanitation infrastructure like Plastic Waste Management Units (PWMU), Faecal Sludge Management (FSM) plants, and GOBARdhan plants.
States and UTs are required to ensure accurate IMIS reporting and mobilize grassroots networks like District Training Management Units and Swachhagrahis for effective implementation.
Main Components of SSG 2025 Assessment
- Service-Level Progress (SLP): Based on district self-assessment reports and verified ODF Plus villages.
- Direct Observation of Sanitation Status: Field-based evaluation of sampled villages, households, and public places including schools and community centers.
- Observation of Sanitation Infrastructure Functionality: Focus on the working status of Plastic Waste Management Units, Faecal Sludge Management, and GOBARdhan plants.
- Citizen Feedback: Feedback will be collected via a dedicated mobile app and direct interactions during field surveys.
All these components will be further divided into sub-components to calculate a composite score for each district and state, ensuring a transparent and technology-driven process.
Importance of Citizen Participation
One of the biggest strengths of Swachh Survekshan Gramin 2025 is its emphasis on citizen feedback. The use of a special mobile application will make it easy for villagers and local leaders to give their input on cleanliness and sanitation facilities in their area. This step will help make the assessment people-centric and promote a sense of ownership among rural communities.
